SUBJECT: STATE DOMESTIC PREPAREDNESS PROGRAM
SUMMARY OF REQUEST:
It is requested that Council authorize the City Manager and the Chief of Police to act as
Administrating Agents for the distribution of equipment provided by State Domestic
Preparedness grant funds and approve budget amendment 04 -10 approving the purchase of
emergency response equipment with grant funds.
BACKGROUND:
On March 10, 2003, the Federal Department of Homeland Security announced that California
will receive $45 million in new funding for equipment and training for emergency first
responders in the event of a terrorist attack. The City of Seal Beach has been allocated
$14,122.43 for the purpose of purchasing protective equipment, respirators, and dosimeters for
use by emergency first responders. Conditions of the Grant are that City Councils must
authorize City Managers and Police Chiefs to act as Agents for the receipt and distribution of
this equipment which will be purchased for the City by the County of Orange.
FISCAL IMPACT:
There is no fiscal impact to the General Fund.
RECOMMENDATION:
Authorize the City Manager and Chief of Police to act as Agents for the receipt and distribution
of equipment provided by the State Domestic Preparedness Program and approve budget
amendment 04 -10.
