Danes, P.E., Director of Public Works / City Engineer" SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS FOR THE PIER REPAIR PROJECT No. 50146 SUMMARY OF REQUEST: The proposed City Council action will approve the plans and specifications and authorize staff to initiate the bidding process for the Pier Structural Repair Project No. 50146. BACKGROUND: On January 27, 2003, the City Council was presented with a condition assessment report for the Seal Beach Municipal Pier. The report concludes that the Pier is in fair condition according to the standards set by the American Society of Civil Engineers (ASCE) Standard Practice Manual on Underwater Investigations. However, several elements of the pier are in need of repair and replacement including structural components, utilities, preservation components and aesthetic features. These existing repair conditions limit the load capacity and accelerate future damage and deterioration to the Pier. Plans and specifications have been designed by the City's Coastal Engineering Consultant, Han- Padron Associates. Staff is attempting to coordinate construction with the proposed rehabilitation work planned at the Ruby's restaurant. However, the City's project has been designed to keep the Pier open for public access during construction. Construction is expected to begin in December /January depending on the contractor's mobilization and is expected to last approximately 2 -4 months. FISCAL IMPACT: Project funds in the amount of $500,000 have been allocated towards the project and are currently available within the approved 5 -year Capital Improvement Program. The estimated cost for design, permitting, construction, and inspection is within the allocated budget.
