Director of Public Works /City Engineer SUBJECT: CITIZEN PARKING CONCERNS ADJACENT TO MC GAUGH SCHOOL SUMMARY OF REQUEST: For City Council discussion. Provide staff direction. BACKGROUND: The Third District Councilmember forwarded citizen concerns regarding parking on Riveria Drive adjacent to McGaugh school and requested that this item be placed on the agenda for Council discussion. It is the Department's understanding that residents in the area feel that they are being impacted by the intensified use of the playing field at McGaugh School. There are nine houses that contain frontage on Riveria Drive. There may also be impacts experienced although not brought forward at this time from residences on Marlin Avenue and Jade Cove Way. The following list summarizes the majority of concerns. • Parking Issues ❑ No available on- street spaces for residents ❑ Ballfield users are parking in front of resident's driveway approach for unloading. ❑ Ballfield users are not using School's parking lot. Associated Issues ❑ Drinking witnessed by residents on- street ❑ Changing clothes ❑ Leaving litter and trash in the parkways and gutters ❑ Loud behavior. The Department has evaluated many potential solutions within the framework of the municipal code. Staff first examined eliminating parking by painting red curb. Although this would prevent some of the activities it would also eliminate parking spaces used by residents. Agenda Item y Alternatively, an education program and enforcement presence by the Police Department might be valuable to reduce the litter, changing clothes, and discontinue the unwanted behavior. The Police Department has already made contact with the school district. The school district has responded by forwarding the City's concerns to the leagues. They have directed league parents to park within the four areas on the campus including the lot on the corner of Bolsa and Seal Beach Boulevard, the bus circle on Seal Beach Boulevard, the front driveway of the school and the lot adjacent to the tennis courts. Although this may prevent some league users from parking within the street, it may not decrease the volume sufficient to satisfy the neighboring residents. It has been suggested by those affected that a residential parking program be instituted in the area or more specifically on Riveria Drive. According to City Code section 13 -74 (d), permit parking must be established by a resolution of the City Council. Since this area is within the Coastal Zone a permit from the California Coastal Commission is also necessary. A preferred parking program would give permits to residents within an area but not specifically in front of their property. The current residential parking restrictions within Old Town allows a citizen from anywhere within the City to park within a residential restricted area as long as they have obtained a permit. It appears that this request may be more specific and not allow those outside of the area, even if a City resident, to park within the restricted zone. If this were the Council direction, it would mean that no parent or users of school facilities from outside the area could park on the streets posted adjacent to the school. Parking programs can often have unintended consequences such as moving or shifting problems from one area to another. Additionally, there are some other avenues that can also be implemented such as increasing enforcement during high usage times. The Department recommends the following process for City Council consideration. Hold a Community Stakeholder Meeting. As mentioned, the Police Department has already set the process in motion by contacting the school district. A further step would be to invite the school, representatives from all the sports leagues including pop warner football and pony league baseball, and all residences at a minimum within 1,000 feet of the school and all interested residents within the "Coves" tract. This meeting would facilitate discussion regarding any proposed parking restriction. It may also potentially reduce some of the associated issues through awareness and education. Additionally, a representative from both the Police Department and the Engineering Division would also be in attendance. Distribute Educational Materials. From the results of the meeting develop an educational pamphlet that the Police Department could distribute during high usage periods. Also, send this literature to all the leagues that use the ball fields. Perform a Parking Study. Depending on the scope of the area determined by Council, retain an engineering service provider to perform a parking study. The study would Agenda Item provide options to the type of restrictions and their effects on neighboring streets and facilities. It is highly probable that a detailed study will be required to Coastal Commission. Council Approval of the Parking Study. The results of this study would be presented to Council for approval and used in the subsequent application to the Coastal Commission. It would also allow the public to comment regarding any proposed parking restriction. Apply for a Coastal Commission Permit. Note that this permit would be separate from the one the City has already applied for regarding Main Street. Additionally, the current City parking program allows all residents of the City to obtain a permit and park within the program area. Residents in the area may like to restrict parking to area specific or street specific. Coastal Commission's primary concern will be for access to recreational facilities within the coastal zone and consequences of restricted parking areas. It is estimated that from initial submittal of the coastal application to issuance of a coastal permit would take approximately 4 — 6 months. Adopt Council Resolution. Upon issuance of a permit by Coastal Commission, Council would need to adopt a resolution authorizing a permit program for the area and authorize the installation of signs for said program restricting use. Implement Program. Upon erection of proper regulatory signs by the Public Works Department and issuance of permits by the Finance Department, the Police Department would then begin enforcement in the area. There are many issues to be considered when restricting parking usage. Increased police presence, community meetings and subsequent educational efforts with the league and school district officials may significantly decrease the impacts felt by residences. FISCAL IMPACT: Not yet determined. Once the scope is determined, costs would then be determined regarding the preparation of a parking study and subsequent submittal of the program to the Coastal Commission. Parking studies for an area the size of the "Coves" neighborhood may run from $5,000 to $10,000. The Department would prepare a request for proposals to qualified engineering firms upon direction to pursue a residential parking program and subsequently bring a contract to Council for approval. RECOMMENDATION: Provide staff direction.
