Sellers, Chief of Police SUBJECT: LOCAL LAW ENFORCEMENT BLOCK GRANT - 2003 SUMMARY OF REQUEST: It is requested that the Council convene a Public Hearing to consider the acceptance and appropriation of grant funding of $10,932 of Local Law Enforcement Block Grant Funds recently made available to the Police Department and approval for budget amendment 04 -09 for an increase in the City's matching contributions. BACKGROUND: On August 22, 2003, City staff received notification that the Police Department was eligible to receive $10,932 provided by the Bureau of Justice Assistance, Local Law Enforcement Block Grant (LLEBG) Program. These funds are provided to assist law enforcement in their efforts to reduce crime and improve public safety. As with previous LLEBG grants received by the City annually in 1996 through 2002, funds received under the terms of this grant must supplement and not supplant existing operating funds budgeted for an established designated program. Acceptance of these funds requires a matching contribution by the City of $1,215. The Seal Beach Police Department proposes to use these funds to purchase Taser technology for patrol personnel. This technology will provide our officers with an additional tool to overcome the unlawful resistance of violators and combative individuals. The utilization of this technology will not only enhance officer safety, but also lessen the likelihood for serious injuries to the individuals the police are forced to physically subdue. Utilization of this technology may also prove helpful in reducing the City's civil exposure in incidents that result in injuries to officers or offenders. FISCAL IMPACT: The increase in the City's matching contribution for the Local Law Enforcement Block Grant of $365 will be applied to the General Fund, which will decrease the FY 2003/04 estimated ending General Fund Balance from $4,174,001 to $4,173,636. Agenda Item Z RECOMMENDATION: It is recommended that Council approve the acceptance of LLEBG 2003 grant funding of $10,932 and appropriation for use of these funds to purchase Taser equipment and approve Budget Amendment 04 -09 for an increase in the City's matching contribution.
