Bahorski, City Manager FROM: June Yotsuya, Assistant City Manager SUBJECT: SENIOR SERVICES PROGRAMS AGREEMENT SUMMARY OF REQUEST: City Council approval of agreement between Senior Meals and Services, Inc. and City of Seal Beach to provide nutrition and supportive services for senior citizens. DISCUSSION: The California Department of Aging and the County of Orange through the Office on Aging, contracts with Senior Meals and Services, Inc. (SMS) to provide nutrition and supportive services to senior citizens in certain Orange County communities. SMS provides such services to the communities of Costa Mesa, Garden Grove, Cypress, La Palma, Los Alamitos, Rossmoor, Seal Beach, Westminster, Midway City and Stanton. In turn, agreements are signed between the local agencies and SMS to administer local senior nutrition sites and the Senior Meals on Wheels program. The terms of agreement between SMS and City of Seal Beach include a four -year term with annual renewals thereafter. Either party may unilaterally terminate the agreement for any major breach upon thirty days written notice. The agreement covers up to 80 meals a day at the nutrition site located at the North Seal Beach Community Center. Up to 255 meals per day are available for home delivery. The annual number of meals shall not exceed 82,200. SMS' provision of services also includes nutrition education services, in- service training sessions for volunteers and nutrition program staff, case management and in -home services. According to the local Seal Beach's SMS Supervisor and City's Recreation Supervisor, the meal provisions provided in the new contract will adequately meet the demands within our community. 1' August 25, 2003 City Council Agenda Report — Senior Services Program Agreement Page 2 FISCAL IMPACT: Funding for senior services are allocated within each community based on the annual budget approved by the Orange County Board of Supervisors. The City will be responsible for providing all necessary liability and worker's compensation insurances as designated in the agreement. RECOMMENDATION: Staff recommends the City Council approve the agreement between Senior Meals and Services, Inc. and City of Seal Beach to provide Senior Services Programs in our community.
