SUBJECT: ORANGE COUNTY SANITATION DISTRICT FATS, OILS,
AND GREASE CONTROL STUDY - FUNDING AGREEMENT
SUMMARY OF REQUEST:
The proposed City Council action will approve and adopt the Orange County Sanitation District
Phase III, Fats, Oils and Grease study as required by the Regional Water Quality Control Board
Order Number R8- 2002 -0014, and authorize the City Manager to execute and submit funding for
Phase III to the Orange County Sanitation District.
BACKGROUND:
The City of Seal Beach is a designated Permittee of the Regional NPDES permit Order number
R8- 2002 -0014 of the California Regional Water Quality Control Board -Santa Ana Region
(RWQCB) which establishes General Waste Discharge Requirements and requires Cities to
monitor and control sanitary sewer overflows (SSO). One of the significant portions of that order
relates to a requirement for each agency to develop a "Fats, Oils, and Grease" Source Control
Program ( "FOG Control Program ")
This will be the third phase of a study, which is jointly sponsored by OCSD and the co-
permittees to promote compliance with the requirements of the Waste Discharge Permit by the
Regional Water Quality Control Board. This phase of the study will cover a Development of
Educational Tools for the WDR/FOG Communications. The estimated cost of this study for
Phase III is $50,000 with Seal Beach's required contribution of $5,000 for Phase III.
FISCAL IMPACT:
Budgeted funds are within the City's C.I.P. Sewer CMOM Maintenance Program to fund the
City's part of the study and this will bring the total amount of funding for the FOG participation
for the City to $11,789.

RECOMMENDATION:
Staff recommends that the City Council adopt the Fats, Oils, and Grease Control Study, and
authorize the City Manager to execute and submit funding for Phase III to the Orange County
Sanitation District.

NOTICE OF INTENT FOR PARTICIPATION IN THE DEVELOPMENT OF
EDUCATIONAL
TOOLS FOR THE WDR/FOG REQUIRED COMMUNICATIONS PROGRAM
Date:
The City of Seal Beach will participate in the development of educational outreach materials
through a "fair share" development cost. Please mark the appropriate box below:
❑ $ 50,000 cost of developing educational tools for a small program, with the City of Seal
Beach cost to be $ 5,000 for their participation.
❑ $150,000 cost of developing educational tools for a large program, with the City of Seal
Beach cost to be $15,000 for their participation.
I understand that based on this input and upon receipt of the notices of intent from the co-
permittees, a final decision will be made whether to proceed and a funding share estimate will be
provided, based on a final evaluation of the level of participation and funding needs.
I understand that educational tool development by the Orange County Sanitation District and
contracting consultant services are subject to approval and authorization by OCSD's Board of
Directors.
Please be advised that final commitment of participation by Agency is subject to approval by Seal
Beach City Council and will occur upon execution of an understanding between the agency and
the District. I understand that the District will not enter into a contract with the consultant
conducting Phase II until all funding is received from participants.
