SUBJECT: APPROVAL OF A RESOLUTION AUTHORIZING
PROJECT REPRESENTATIVES FOR THE
PROPOSITION 40 CLEAN BEACH INITIATIVE
GRANTS
SUMMARY OF REQUEST:
The proposed action will approve the attached resolution authorizing City Manager,
Director of Public Works and the Deputy City Engineer as project representatives for the
Proposition 40 Clean Beach Initiatives Grant.
BACKGROUND:
The City of Seal Beach was recently notified that three of the City's projects have been
selected as Rank 1 projects for the Clean Beaches Initiative grant program (Prop 40)
adopted by the State Water Resources Control Board (SWRCB). In October of 2002, the
Public Works Department submitted 10 projects totaling over $9 million. Approximately
300 hundred projects were submitted and 49 were selected as Rank 1 projects and the
Board will award $20 million in grant funds for this cycle. Three Seal Beach projects
have been selected by the Board totaling $1,200,000. The goal of the Clean Beach
Initiative is to reduce pollution along the beaches of the California Coast.
The projects that have been selected are three urban run -off storm drain diversion
systems to the sewer system located at the West End Pump Station, Marina Drive Storm
drain and at the County's Seal Beach Pump Station. As part of the grant award, the
Board is requesting that each recipient submit a draft contract, a questionnaire, and a
resolution authorizing designated Staff to submit for and on behalf of the City.
Dry weather run -off has been identified in recent studies conducted by the University of
California, Irvine as a potential contributor to high bacterial levels often found in the
ocean waters off the Orange County coastline. Non -point pollution conveyed by low
flow urban run -off water from the watershed can be a significant contributor to poor
water quality in the San Gabriel watershed. This is a proven method to improve the
quality of water in the San Gabriel watershed by re- routing the contaminated low flow

into a system that has the ability for water treatment. In non -storm conditions, this
diversion would allow a large amount of non -point pollution to be filtered and treated,
thereby reducing the amount of non -point pollution that is introduced into the San
Gabriel watershed. The end result is less contamination into the San Gabriel River and a
increase in water quality for the River and Beach.
These proposed projects would provide for the design and construction of an urban run-
off diversion for the sanitary sewer system. Currently, these drain directly into the San
Gabriel River and Anaheim Bay approximately 1 mile from the Beach. This project
would include building a sump for retaining the water and installing a 3 -horse power
motor to pump 120 gallons per minute of run -off water through a new force main to tie
into the gravity feed sewer system. The water will then be transported to Orange County
Sanitation District (OCSD) for treatment. OCSD has developed programs for diverting
dry weather flows collected in storm drains to the local sewer system for treatment and
disposal.
Upon approval of the grant contracts by the Board, the City will begin the design and
implementation process. At that time, an updated schedule will be provided to the City
Council in the monthly Capital Improvement Program status report.
FISCAL IMPACT:
Funds in the amount of $1,200,000 are expected to be authorized for the projects. As
stated in the contract documents, the City will request reimbursements quarterly on the
projects. After connections of these systems are made, the City will be required to make
monthly payments to the Orange County Sanitation District. These amounts are expected
to minimal and can be absorbed with the existing sewer maintenance budget.
RECOMMENDATION:
It is recommended that the City Council approve the attached resolution authorizing City
Manager, Director of Public Works and the Deputy City Engineer as project
representatives for the- Proposition 40 Clean Beach Initiatives Grant.
