Schaefer, Acting Chief of Police SUBJECT: After Hours Animal Control Services for 2003 - 2004 SUMMARY OF REQUEST: The Seal Beach Police Department is requesting City Council authorization for an amendment/extension of Agreement Number 27863, for after hours animal control services with the City of Long Beach. This amendment/extension of our existing agreement is for the period from July 1, 2003, through June 30, 2004. The terms of this agreement else wise remain the same. BACKGROUND: The City of Seal Beach currently contracts with the City of Long Beach for after hours animal control services. This contract is strictly for animal control services, and not animal shelter services. Under the terms of this agreement animals picked up in Seal Beach are taken to Seal Beach Animal Care Center (Section 2.C.4). The current agreement expires on June 30, 2003. The City has been very satisfied with the services provided by the City of Long Beach and even suggested during budget hearings that, if needed, Long Beach Animal Control Services could be used in conjunction with the Seal Beach Animal Shelter and still provide a no -kill facility at a reduced cost. The City has been very satisfied with the services provided by the City of Long Beach, and even suggested during budget hearings that Long Beach, in conjunction with the Seal Beach Animal Shelter, could provide full time Animal Control Services on a contract basis as a cost savings measure. The City of Long Beach has agreed to provide this after hour service for the same annual cost of $13,500. AGENDA ITEM H FISCAL IMPACT: Utilization of this contract service provides 24 -hour animal control services without overtime or stand -by pay. Funds for this contract have been budgeted in the 2003/2004 in account number 001 - 029 -4500. RECOMMENDATION: It is recommended that the City's after hours animal control service contract with the City of Long Beach be extended through fiscal year 2003/2004 and that City Staff be directed to sign the Amendment to Agreement 27863 for animal control services with the City of Long Beach.
