Director of Public Works /City Engineer SUBJECT: AWARD BID FOR THE SEAL BEACH BLVD. PAVEMENT REHABILITATION (OLD RANCH PARKWAY TO ST. CLOUD DR.), PROJECT NO. 50098 SUMMARY OF REQUESTS: The proposed action will award a contract for the Seal Beach Blvd. Rehabilitation Project from Old Ranch Parkway to St. Cloud Drive to the lowest responsible bidder, All American Asphalt, in the amount of $217,217.00 and authorize the City Manager to execute the agreement. BACKGROUND: As part of the Federal Arterial Highway Restoration Program, the City competed for and won federal funding through OCTA to rehabilitate the pavement on a segment of Seal Beach Blvd. from Old Ranch Parkway to St. Cloud, similar to the previous Seal Beach Blvd. and Lampson Ave. rehabilitation projects. The work will consist of minor removal and replacement of concrete curb, gutter and median curb, deep patch repairs of failed, pavement areas, grinding the edges of pavement adjacent to the curb, a rubberized asphalt overlay, and new pavement striping and markers. The plans and specifications were completed by W.G. Zimmerman Engineering, Inc. Upon the successful completion of the award process, the project should be completed by the end of summer. Five bids were received and opened by the City Clerk on June 3, 2003 as listed below. 1 All American Asphalt $217,217.00 2 Sequel Contractors, Inc. $252,898.00 3 Palp Inc., dba Excel Paving $257,980.00 4 R.J. Noble Company $266,908.80 5 Orion Contracting, Inc. $267,990.00 AGENDA ITEM M The low bidder is properly licensed to do the work and has appropriate work experience as well as being the lowest responsible bidder for the project. FISCAL IMPACT: Funds are currently available within the City's Capital Improvement program budget to construct these improvements under project numbers 50098. The City's contribution will be approximately 50 %, using $185,000 Measure M Local Turnback and $115,000 Gas Tax as the local City match. The Federal Arterial Highway Program contribution will be $261,344. The total project cost will include design, inspection, administration and construction. The Finance Department will invoice Caltrans as the project progresses to receive the federal funding. Recently, Caltrans has notified all Cities that they are responsible for upgrading all existing wheelchair curb -ramps to the current Federal Standard on all current projects and all recently completed Federally funded projects. This may require additional funds to upgrade all ramps on Seal Beach Blvd. and on Lampson Avenue. Therefore, funds would be used to bring the ramps to current ADA compliance and any remaining funds would be reprogrammed for next year's arterial program as approved by City Council. RECOMMENDATION: It is recommended that the City Council award a contract for the Seal Beach Blvd. Rehabilitation Project from Old Ranch Parkway to St. Cloud Drive to the lowest responsible bidder, All American Asphalt, in the amount of $217,217.00 and authorize the City Manager to execute the agreement.
