SUBJECT: NON - STANDARD ENCROACHMENT PERMIT — REQUEST
TO CONSTRUCT AT GRADE TREE ISLANDS AT 300 BLOCK
CROSSWALK
SUMMARY OF REQUEST:
Provide direction and/or concept approval of a permit requested for a non - standard encroachment
permit at both sides of the mid -block crosswalk at the 300 block of Main Street for the
C installation of trees with "at grade" tree grates in the roadway adjacent to the crosswalk and
parking.
BACKGROUND:
Mr. Ron Bennett, representing the Community Project applicant "Trees for Seal Beach," initially
approached the City with a concept to add curb islands and trees adjacent to the curb and
crosswalk in the 300 block of Main St. See Attachment for photographs of the location. Their
concept was that the new islands and trees would create a narrowing effect of the roadway.
Initially, staff provided the project applicant with a comprehensive engineering drawing that was
prepared during the Main Street Specific Plan project. See Attachment B. The plan included
decorative concrete, cobblestone paving, lighting, new curb and gutter, 48" box trees and new
access ramps. City Council approved the above - mentioned plans in 1999 as part of Project No.
801 Main Street — Parking Lot and Street Improvements. The project was subsequently bid and
due to other project priorities that portion of the project was deleted. Staff provided this
information to assist the Community Group with the hope of obtaining a more prominent
architectural feature.
Trees for Seal Beach brought this plan forward to some contractors but the scope was beyond
their desire and budget. Subsequently, a sketch of their own design was submitted. The
Engineering Division initially evaluated their sketch and determined since new curb and gutter
and other drainage improvements were not included, raised medians would worsen the ponding
problem during intense rainstorms along the frontage businesses. These raised curbs would slow
down and/or block the drainage flow of stormwater to Pacific Coast Highway.

chair ramps. However, it would require the relocation of 2 parking spaces to another
location near Electric Ave. It would not include decorative concrete crosswalk •
treatments. Upon direction of the City Council, funds for next year's concrete
replacement program could be allocated to construct the curb, gutter, and ramps at the
location thereby reducing this estimate by approximately $20,000.

3. Another option to slow traffic on the street may be the use of "Yield to Pedestrian" sign
which has been used by other beach cities. See Attachment F.
FISCAL IMPACT:
There are no initial funding impacts with the proposed project at this time. The project applicant
would need to obtain a permit and construct the improvements. Future maintenance and other
impacts are unknown at this time.
RECOMMENDATION:
Provide direction and/or concept approval of a permit requested for a non standard encroachment
permit at both sides of the mid -block crosswalk at the 300 block of Main Street for the
installation of trees with "at grade" tree grates in the roadway adjacent to the crosswalk and
parking.
