BACKGROUND: For the past few years, the Chamber of Commerce has put on a series of special events called "Music on Main." This year the event will occur on Wednesdays during July and August. Some issues have been raised regarding the event. A proper street closure for the event on Central Avenue between 8th Street Alley & Main St can be implemented. The authority to close public streets has been delegated to the Director of Public Works /City Engineer for permitting. This event has occurred the past couple of years without a major traffic incident. Neither the Orange County Fire Authority nor the Police Department has issue with the closure. Attached is the street closure permit agreement that will need to be executed prior to the event. Special events are routinely approved by staff, subject to section 19E of the City's Municipal Code. This provision allows for applicants to apply for permits to have events within the City which would otherwise not be allowed by Code. The proposed Music on Main event is similar to the event which has been permitted each year during the summer time. The event essentially includes the closure of a public street (Central Ave.) for a period of 3 -4 hours on various Wednesdays during the summer. The music is anticipated to last between the hours of 6 PM and 8 PM. Typically, this type of event draws between 100 and 150 people. FISCAL IMPACT: No fiscal impact. We close off 1/2 of 1 block on Central Avenue only. We have tried Music On Main at the pier, but it was too cold and too close to residents for live music. We do not advertise outside Seal Beach for this event - this is a free event just for Seal Beach. The idea is to invite our residents to get out of their house, grab their beach chair, their kids and their dog, pick up their favorite take -out food and walk or drive down to Main Street to enjoy Seal Beach at it's best. Many of the stores stay open late for shoppers convenience, which helps business and also increases revenue for the city. Music offered is: Country Western, Blues, Dixieland Band, Soft Rock, Swing Band and Hawaiian music with Hula Dancers (no hard rock or rap). Please allow us to help our businesses by bringing Seal Beach residents out of their homes this summer. P.-L.e,. t SEAL BEACH CITY COUNIL Regarding "Music on Main ": Wait and Mona Babcock were concerned last spring when they became aware that Central would be blocked to accommodate the "Music on Main" events. I told there that hopefully our guests would not find it too much of an inconvenience to find parking with the street closed. In the prior year, I was concerned with the safety of pedestrians when the event was held in Hennesey's parking lot and people would walk across the street without paying attention. In 2001, with the street blocked, that problem was solved and it did not negatively impact our business. In 2002, the events went off in a safe and professional manner and once again, our business was not negatively affected. I believe sortie of our guests enjoyed the event and made a night out of it by dining at Walt's Wharf either before or afterwards. Hopefully 2003 will be a repeat of 2002 and the charm of Old Town will continue to flourish.
