SUMMARY OF REQUEST
Adopt the attached resolution supporting funding for the Office of Military Support for
purposes of military base retention activities and authorize execution of attached letter to
Governor Gray Davis
BACKGROUND
California lost 29 military bases, over 400,000 jobs and close to $30 billion dollars to the
state economy dunng the last round of Base Retention and Closures (BRAC) Funding is
necessary for the Base Retention and Conversion Council and Office of Military Base
Retention to prevent any further losses dunng the next round of BRAC scheduled in
2005

RECOMMENDATION
Upon motion of the consent calendar, Council will adopt the attached Resolution in
support of funding to the Office of Military Base Retention and authorize execution of
letter of support

Dear Governor Davis
We are wnting today to urge the restoration of funding to the State Office of Military
Base Support led by Major General William Jeffords for FY 2003/04
Dunng four previous rounds of Base Realignment and Closure (BRAC), California lost
29 bases and 101,000 direct military and civilian jobs - more than the other 49 states
combined California also lost 300,000 pnvate defense sector industry jobs and suffered
a total lost of $30 billion to the economy The unnecessary loss was a result of the State
being unprepared and disorganized in the early rounds of the BRAC
As a result, on September 15, 1999, SB 1099 (the California Defense and Retention
Conversion Act) was signed by you This act created the California Base Retention and
Conversion Council and the Office of Military Base Retention The major
responsibilities of the two entities with the assistance of General Jeffords include the
development of a strategic plan for local defense retention and conversion efforts to
recommend to the Governor and Legislature The two entities also coordinate local
retention efforts with the state for advocacy at the federal level They are tasked to
provide recommendations to the Legislature for new programs that support California
bases with adequate funding
Recently renamed the Office of Military Base Support, the Office of Military Base
Retention in partnership with the Council and General Jeffords has been extremely
successful in reaching certain goals They include the creation of a grant program for
local communities to prepare strategic plans for base retention as well as organizing
military base commanders and communities to identify problems while strengthening
relationships They have obtained a grant from the Department of Defense to study
encroachment of military facilities while working closely with county and city
government to understand land use decisions and how they affect military operations

California still has 61 military installations and the remaining defense industry still
contnbutes $30 billion to the economy We also know that this next round of BRAC will
equal or exceed the last four rounds combined Funding and execution of retention
strategies and efforts to further solidify the California congressional delegation must not
stop BRAC cntena and process are being developed now and will be in place long
before the BRAC Commission meets in 2005 In fact, 2003 very well could be the most
important year in the development of the BRAC cntena If California is not committed,
organized and engaged, the outcome will likely be a repeat of the four previous round of
closures Gutting and abandoning the Office of Military Base Support at this cntical time
is ill conceived
At the head of the Office of Military Base Support, General Jeffords is an invaluable
asset to the State His contacts in Washington DC, knowledge in military affairs and
relationship with military personnel has served California well and will continue to do so
well into the BRAC process Losing General Jeffords along with his office and Council
would eliminate all their successes achieved to this point and severely impact California's
future We will lose our most important ally dunng the BRAC process when it matters
most
The City of Seal Beach fully supports the California Base Retention and Conversion
Council and the Office of Military Base Support We strongly urge you to restore their
funding to previous levels The future of California's economy dependents on it and we
deserve a strong voice in Washington defending us
