'1 AYES: Barton, Blackman, HOlden, McKnew, Sales NOES: Motion carried None , PROCWIATION Mayor McKnew proclaimed November 2 through November 8. 1975 as "American Art Week." 10-28-75 : ~~;?7 PUBLIC HEARING - SPECIFIC PLAN - MAIN STREET Mayor McKnew declared the public hearing open to consider the Specific Plan for Main Street and stated that the City Council, at their regular meeting of October 13, 1975, voted to hold over I this public hearing until November 10, 1975 at 8:00 p.m. Blackman moved, second by Sales, to continue the public hearing for ~he Specific Plan for Main Street until November 10, 1975 at 8:00 p.m. AYES: Barton, Blackman, Holden, McKnew, Sales NOES: None Motion carried ORDINANCE NUMBER 980 - BOUNDARIES - COUNCILMANIC DISTRICT THREE Ordinance Number 980 was presented to Council for second reading by title "AN ORDINANCE OF THE CITY OF SEAL BEACH AMENDING, DESIGNATING AND ESTABLISHING THE BOUNDARIES OF COUNCILMANIC DISTRICT NO. 3 AND AMENDING THE CODE OF THE CITY OF SEAL BEACH, CALIFORNIA." By unanimous consent, full reading of Ordinance Number 980 was waived. Holden I moved, second by Barton, to adopt Ordinance Number 980 as presented. AYES: Barton, Blackman, Holden, McKnew, Sales NOES: None Motion carried ORDINANCE NUMBER 981 - NEWSRACK REGULATIONS Ordinapce Number 981 was presented to Council for first reading by title "AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFORNIA, REGULATING NEWSRACKS AND AMENDING THE CODE OF THE CITY OF SEAL BEACH, CALIFORNIA, TO ADD A NEW CHAPTER lIB THERETO." By unanimous consent, full reading of Ordinance Number 981 was waived. Chief Cibbarelli presented the staff report and reviewed the regulations within the proposed ordinance. Discussion followed. Sales moved, second by Blackman, to approve the introduction of I Ordinance Number 981 and that 'it be passed to second reading. AYES: NOES: Barton, Blackman, Holden, McKnew, Sales None Motion carried RESOLUTION NUMBER 2491 - ORANGE COUNTY ASSESSMENT ROLL - ANNEXATION AREA 1175-1 Resolution Number 2491 was presented to Council by title "A 10-28-75 &:ifB RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, ORDERING UTILIZATION OF THE REGULAR ORANGE COUNTY ASSESSMENT ROLL IN THE CITY OF SEAL BEACH ANNEXATION AREA NUMBER 75-1." By unanimous consent, full reading of Resolution Number 2491 was waived. Holden moved, second by. Blackman, to adopt ,I Resolution Number 2491 as presented. AYES: Bar~on, Blackman, Holden, McKnew,. Sales NOES: Motion carried None CONSENT CALENDAR Councilman Blackman requested that Item "D" be removed from the Consent Calendar. Sales moved, second by Barton, to approve the recommended action for items on the Consent Calendar except Item "D" as presented. A. Approved the minutes of the regular meeting of October 13, 1975 as presented. B. Approved regular demands numbered 16548 through 16642 in the amount of $110,901.28 and payroll demands numbered 10153 through 10398 in the I amount of $111,294.11 as approved by the Finance Committee and that warrants be drawn on the Treasury for the same. C. Received and filed Policy Statement from City of Orange regarding Intergovernmental Coordinating Council of Orange County. E. Received and filed letter from H. W. Compton, Manager, , Southern California Edison Company, Seal Beach, regarding resign~tion from Project Area Committee . .1. ' of the Redevelopment Agency. F. Approved' specifications for installation of f~ncing on Beverly Manor Road access to San Gabriel River , . Councilman Blackman requested the status of the vicious animal ordinance. The City Attorney stated that the proposed ordinance should be ready for next meeting. Blackman moved, second by I Holden, to receive and.file the report regarding animal control activity from October 3 to October 21, 1975. AYES: Barton, Blackman, HOlden, McKnew, Sales NOES: None Motion carried REPORT - STATE MOTOR VEHICLE CODE - EXCESSIVE NOISE Chief of Police, Edward Cibbarelli, 'presented a lengthy report . regarding enforcement of the State Motor Vehicle Code as it applies to excessive noise and described the extensive training, specialized equipment and intensive studies required to implement such enforcement. Chief Cibbare1li recommended that no action be taken on this type of enforcement at this time. Sales moved, second by Blackman, to receive and file the report I from theChief of Police regarding the State Motor Vehicle Code as it applies to excessive noise. AYES: Barton, Blackman, Holden,' McKnew, Sales NOES: None' Motion carried REPORT - ENVIRONMENTAL QUALITY CONTROL BOARD - LITTER ABATEMENT Norm Wilkinson, Secretary to the Environmental Quality Control Board, presented a report from the EQCB regarding its review of litter problems in Seal Beach. Mr. Wilkinson stated that the Environmental Quality Control Board recommended 1) that the City undertake a litter clean up campaign as part of the bicentennial celebrations; 2) that persons walking dogs on public property be required to carry a scoop or other device-to pick up and dispose of dog feces; and'3) that the City include funds in the next budget I for acquisition of vacuum street sweeping equipment. Discussion followed. Sales moved, second by Blackman, that the Environmental Quality Control Board be directed'to present a specific plan for the first and third recommendation and that the City Attorney be 10-28-75 , !-,SO . t~ directed to investigate recommendation ~~pe~,~w?~ AYES: 'Barton, Blackman, HOlden, McKnew, Sales NOES: None Motion carried REPORT - <PURCHASE OF FIRE APPARATUS Ron Adams, Fire Chief, presented the report requesting purchase I of fire apparatus to,replace the Fire Department's 1956 pumper.' Chief Adams described the equipment requested in detail and recommended that $5,000 derived from the sale of the city's, GMC pumper and $37,000 from the Vehicle Depreciation Fund .be expended to purchase and modify the Crown Engine 7. . Discussion followed. Sales moved, second by McKnew, to approve ,the purchase of the ilsed ' Crown Engine 7 fire apparatus, that plans and specifications be prepared for presentation to the Council, that $37,000 be expended from the Vehicle Depreciation Account to purchase and modify _ the Crown Engine 7 and that the GMC Pumper be sold for a price not less than $5,000. I Jim Shoemaker, 1210 Ocean Avenue, spoke against the purchase' of the used equipment and suggested purchase of a new 1250 GPM pumper. Chief Adams restated his justification for his request as it related to the total department operation and equipment. AYES: Barton, Blackman, HOlden, McKnew, Sales NOES: None Motion carried' REPORT -,REQUEST FOR PARKING CONTROL OFFICER Chief of Police, Edward Cibbare11i, presented his request for a full time parking control officer for the Police Department to continue services now filled by a temporary postion. Nancy Krede1l, 1615 Seal Way, expressed appreciation to the City for parking lines on Seal Way Alley and requested additional'traffic enforcement in that area. I Holden moved, second by Barton, to approve the request for a full time Parking Control Officer and that the necessarY' funds be appropriated to hire the full time Officer. AYES:. Barton, Blackman, Holden, McKnew, Sales NOES: None Motion carried 10-28-75 / 11-10-75 i ''81 ~OUNCIL REPORTS and REQUESTS Councilman Blackman thanked the persons participating in the city's Bicentennial Celebration Parade and cOllllllended the Fire Department for their services during the recent Sunset Beach fire. I Mayor McKnew annOlmced that 'he and Bob Neprud, ,Planning Director, would be appearing on television station'Channe1 50 on October 31 at 7:30 p.m. and November 4th and would be discussing current issues in the City of Seal Beach. ORAL COMMUNICATIONS There were no oral communications. EXECUTIVE PERSONNEL SESSION Mayor McKnew recessed the meeting to Executive Personnel Session at 9:27 p.m. The Council reconvened at 9:47 p.m. with Mayor McKnew calling the meeting to order and reported that the Council had discussed personnel salaries under the meet and confer process.
