SUBJECT AWARD BID FOR ANNUAL PAVING
REHABILITATION FY 02/03 PROJECT NO 50099
SUMMARY OF REQUESTS
The proposed action will award a construction contract for the Annual Paving
Rehabilitation FY 02/03 to the lowest responsible bidder, Palp — dba Excel Paving, in the
amount of $165,268 00 and authonze the City Manager to execute the agreement
BACKGROUND
The awarded Annual Rehabilitation FY 02/03 (Project No 50099) project will
rehabilitate the pavement on College Park Drive from Harvard Lane to North Harvard
Lane The work will consist of grinding the edges of pavement adjacent to the curb,
applying a leveling course, placing a rubbenzed chip seal, and then placing a layer of
rubberized asphalt
This local street was next on the pnonty ranking list in the pavement management system
as approved by Council dunng the FY 02/03 budget workshops Pnonty ranking is based
upon the condition of the pavement and the amount of traffic the streets receive
The plans and specifications were completed by in -house staff Asphalt oil pnces have
continued to vary in the past months making it difficult to obtain accurate engmeenng
estimates Therefore, the Public Works Department required contractors to provide
pnces on two alternatives for the project The first base alternative, Alternative A, was
the basic resurfacing without the added protection of the rubbenzed chip seal known as
Asphalt Rubber Aggregate Membrane (ARAM) The second alternative, Alternative B,
included the ARAM which helps extend the life of the street With the existing soil
conditions in the City, the City has detennmed that the matenal helps to prevent
excessive cracking and deterioration and provides a longer life to the road Staff has been
successful in using this matenal on previous resurfacing jobs and is recommending the
use of the alternate bid schedule for the completion of this project

Two bids were received and opened by the City Clerk on Wednesday, Apnl 2, 2003 as
listed below

Staff has reviewed the submitted bid documents and found the low bidder to be in
compliance with the contract documents
FISCAL IMPACT
Funds in the amount of $180,000 are currently available from the Gas Tax Fund within
the City's approved 5 -year Capital Improvement Program budget to construct these
improvements under Project No 50099 Unspent funds will be used for future projects
RECOMMENDATION
It is recommended that the City Council award the construction contract for the Annual
Pavement Project to the lowest responsible bidder, Palp — dba Excel Paving, in the
amount of $165,268 00 and authorize the City Manager to execute the agreement
