HomeMy WebLinkAboutCC AG PKT 2003-04-14 #S f AGENDA REPORT DATE April 14, 2003 TO Honorable Mayor and City Council THRU John B Bahorski, City Manager FROM Douglas A Dancs, P E Director of Public Works /City Engineer SUBJECT AWARD BID FOR BOEING SEWAGE PUMP STATION PROJECT NO 49725 SUMMARY OF REQUESTS The proposed action will award a contract for the construction of the Boeing Sewer Pump Station to the lowest responsible bidder, Clarke Contracting Corporation, in the amount of $512,970 00 and authonze the City Manager to execute the agreement BACKGROUND The existing Boeing Sewage Pump Station is located in an easement on the northeast corner of the Boeing Corporation property at 2600 Westminster Avenue It was constructed in 1966 to serve a portion of the Boeing Corporation property and also serves the commercial lots located at the southwest corner of Seal Beach Boulevard and Westminster Avenue The existing station was identified in the City's approved 1999 Sewer Master Plan as being in need of replacement because of its extremely poor condition AKM Consulting Engineers completed a preliminary design report of the station project in July of 2002, which was approved by the Engineering and Maintenance Division The new pump station will provide sufficient capacity for the existing site The plans were checked and approved by the City's consultant, the Engineenng Division, and the Maintenance Division The new pump station will include the construction of a 490 gpm duplex submersible lift station consisting of 2- sliderail submersible, 10 hp vortex pumps, an 8 -foot diameter T -lock lined precast concrete wet well, a 12 -6" x 8' valve vault, including 3 feet of over excavation under the vault base, valves and piping, installation of a pump control panel, and a connection to a new force main As a part of the new Waste Discharge Requirements (WDR's), the City has incorporated additional safety features including a 100 kW on -site, natural gas powered emergency generator which will provide power to the station in the event of a commercial outage Natural gas and telephone service will also be added to the facility Seven bids were received and opened by the City Clerk on Thursday, March 27, 2003 as listed below Agenda Item J 1 Clarke Contracting Corporation $512,970 00 2 Pascal & Ludwig Construction $517,613 08 3 Paulus Engineenng, Inc $564,964 00 4 Value Engmeenng, Inc $618,900 00 5 Atlas - Allied, Inc $628,660 00 6 DenBoer Engmeenng & Construction $669,200 00 7 Olsson Construction, Inc $756,406 00 Staff has reviewed the submitted bid documents and found the low bidder to be in compliance with the contract documents FISCAL IMPACT Funds are currently available from the Sewer Enterpnse Fund within the City's approved 5 -year Capital Improvement Program budget to construct these improvements under Project No 49725 RECOMMENDATION It is recommended that the City Council award a contract for the construction of the Boeing Sewage Pump Station to the lowest responsible bidder, Clarke Contracting Corporation, in the amount of $512,970 00 and authorize the City Manager to execute the agreement Prepared By C. ,, 4, 00 (a r)es._._:___ .-.4 Ma K Vukojevic, P E Douglas A Dancs, P E Deputy City Engineer Director of Public Works /City Engineer NOTED A∎∎ b APPROVE IIP ( ` John B � ahorski, City Manager Agenda Item
