HomeMy WebLinkAboutCC AG PKT 2003-04-14 #T I' AGENDA REPORT DATE April 14 2003 TO Honorable Mayor and City Council THRU John B Bahorski, City Manager FROM Douglas Dancs, P E , Director of Public Works, City Engineer SUBJECT APPROVAL OF PLANS AND SPECIFICATIONS FOR SEAL BEACH BLVD PAVEMENT REHABILITATION AHRP, (OLD RANCH PARKWAY TO ST CLOUD DR) PROJECT NO 50098 SUMMARY OF REQUEST The proposed City Council action will approve the plans and specifications, and authorize Staff to initiate the bidding process for the pavement rehabilitation of Seal Beach Blvd from Old Ranch Parkway /I -405 Northbound Ramp intersection to St Cloud Dr , Project No 50098 BACKGROUND As part of the Federal Artenal Highway Restoration Program (AHRP), the City competed for and won federal funding through OCTA to pave Seal Beach Blvd from Old Ranch Parkway /I- 405 Northbound Ramp intersection to St Cloud Dr The project consists of a rubbenzed asphalt overlay, minor removal and replacement of concrete curb, gutter, and curb ramps, minor median reconstruction, and traffic striping The City has submitted the final plans and specifications to the Caltrans Office of Local Programs for Federal authorization to proceed with the project Staff expects to receive this approval within 2 weeks Plans and specifications have been completed by WG Zimmerman Engineenng Inc Due to recent changes in Federal and State spending programs, it is vital that these funds be obligated pnor to the end of the fiscal year Failure to award a project and obligate funds would cause the City to forfeit the federal money and return these funds back to the State for their use Total project costs including design, construction and inspection are estimated at $522,688 Upon the successful bidding process and award of a contract, the project should be completed by June FISCAL IMPACT Funds in the amount of $522,688 for the pavement overlay are currently available within the City's approved 5 -year Capital Improvement program budget to construct these improvements under project numbers 50098 The City's contribution will be 50 %, using Measure M Local Turnback and Gas Tax as its match, while the Federal contnbution will be 50% The Finance department will invoice Caltrans as the project progresses to receive the federal funding Agenda Item RECOMMENDATION It is recommended that the City Council approve the plans and specifications and authorize Staff to initiate the bidding process for the for the pavement rehabilitation of Seal Beach Blvd from Old Ranch Parkway /I -405 Northbound Ramp intersection to St Cloud Dr , Project No 50098 Prepared By Concur , /1 M. k K Vukojevic, PE Douglas A Dancs, PE ieputy City Engineer Director of Public Works /City Engineer NOT se AND A "ROVED Jo B Bahorski t' ty Manager Agenda Item
