SUBJECT RECEIVE AND FILE WATER RATE STUDY SESSION

BACKGROUND
Dunng the FY01 /02 and FY02 /03 budget hearings with Council, it was recommended
that water rates be adjusted since operational expenditures and water infrastructure needs
were outpacing revenues Budgeting for providing water service to residents is set up as
self - sustaining enterprise fund As set forth on page 7 of the Council adopted Budget and
Fiscal Policies, "The City will set fees and rates at levels which fully cover the total
direct and indirect costs - including operations, capital outlay, and debt service " Council
last adjusted the water rate structure in 1997
A water rate study and an update to the water master plan were commissioned These
studies analyzed financial options to provide revenues to meet the needs of the system so
safe and reliable water and fire service can be maintained and the operating deficit can be
eliminated These findings will be presented to Council during a study session at 5 00 PM
on Monday, Apnl 28, 2003 If Council proceeds, a public hearing will be held in May
2003 to amend fees for water usage by resolution
