HomeMy WebLinkAboutCC AG PKT 2003-04-14 #HH AGENDA REPORT DATE April 14, 2003 TO Honorable Mayor and City Council THRU John B Bahorski, City Manager FROM Michael F Sellers, Chief of Police SUBJECT Allocation of StateCOPS Funds — 2003/04 (Supplemental Law Enforcement Grant) SUMMARY OF REQUEST It is requested that a Public Hearing be held to consider the acceptance of funds provided under State Assembly Bill AB 3229, Chapter 134 and that at the conclusion of that hearing, approval be granted for the proposed expenditure of these funds BACKGROUND In 1996, State Assembly Bill AB 3229, Chapter 134, established the Citizens' Options for Public Safety Program to provide funds to eligible local jurisdictions Pursuant to the current provision of this bill, monies allocated from the Supplemental Law Enforcement Services Fund (SLEFSF) to recipient entities must be expended exclusively to provide front line law enforcement services These funds must also be used to supplement existing services and by statute cannot be used to supplant any existing funding for law enforcement services provided by that entity Legislation related to these funds requires that all reporting mandates are met and that these funds be expended in the prescribed fiscal year to avoid forfeiture of the funds The City has received notification that the 2003/04 State budget will appropriate funds to Orange County and based on population, Seal Beach is expected to receive approximately $100,000 00 As previously stated, these funds must be spent for front line municipal police services in accordance with written requests submitted by the Chief of Police of that city or the Chief Administrator of the law enforcement agency that provides police services to that city These written requests shall be acted upon by the City Council Government Code Section 30061[c][2] It is recommended that these funds be accepted and supplement our existing front line services in the following manner Agenda item /74,— Continuation of one Police Officer It is proposed that funding will cover the salary and benefits of the additional police officer hired under the 2000/01 Supplemental Law Enforcement funding for an additional year and /or backfill this position through assigned overtime for continuation of community policing efforts FISCAL IMPACT SLESF funds were initially proposed to be part of a five (5) year funding cycle and the 2003/04 grant is year four The effort to secure the renewal of these funds for the fifth year will be determined by the legislature in the succeeding year RECOMMENDATION It is recommended that a public hearing be held and that Council approval be given to the acceptance of the 2003/04 Supplemental Law Enforcement (State COPS) funding of approximately $100,000 00, that the established SLESF be authorized to accept such funds, and that approval be given to the Chief of Police to expend these funds as detailed in this report Michael F Se lers, Chief of Police NOTED AND APPROVED John T Bahorski, City Manager
