SUBJECT: License Agreement to Utilize O.C. Sheriff's Range
SUMMARY OF REQUEST:
Police Department requests City Council approval of a License Agreement allowing the
Seal Beach Police Department to utilize the Orange County Sheriff's Department Katella
Firing Range.
BACKGROUND:
For the past several years the Seal Beach Police Department has utilized a firing range
located on the Seal Beach Naval Weapons Station (SBNWS) for quarterly firearms
qualifications. This range has been made available free of charge by the Navy, with the
only associated costs to the City being staff time for Range Masters, ammunition and
staff time for officers to qualify quarterly with their duty weapons and shotguns.
Because of needed upgrades and base security issues, the range on the SBNWS became
temporarily inaccessible to the Police Department in February of 2003. At this time the
Navy cannot say how long the range will remain unavailable. Subsequently, the Police
Department investigated various other options. We found the most affordable and
practical option to be the utilization of the Orange County Sheriff's Department Katella
Firing Range, located at 1900 West Katella Avenue, in the City of Orange.
Seal Beach officers can qualify quarterly at this facility for a cost of $6.00 an officer, or
approximately $228.00 a quarter. The only other hard costs associated with this
agreement is a $1,000.00 fee the Orange County Sheriff's Department charges for the
issuance of this license. Seal Beach P.D. will still provide the ammunition for these
quarterly qualifications. When staffing allows, officers are sent on duty. The costs
associated with officers qualifying off duty will not change.
The Orange County Sheriff's Department has agreed to allow Seal Beach officers to
qualify at their Katella Firing Range; however, they have asked that the City provide
.them with a signed copy of the attached License Agreement. This agreement has been
reviewed and approved by the City Attorney.
AGENDA ITEM
If and when the range on the SBNWS becomes available, Seal Beach officers would
resume quarterly qualifications at this local facility.
FISCAL IMPACT:
The quarterly cost to use the O.C.S.D. range is approximately $228.00, or $1,000.00 a
year plus the $1,000.00 License Processing Fee. Funds were not budgeted for this
purpose. These costs may be off set by savings associated with Seal Beach staffing a
Range Master position when using the range at the SBNWS.
RECOMMENDATION:
Staff recommends City Council authorize the City Manager to sign the attached License
Agreement to allow the Police Department to utilize the Orange County Sheriff's
Department Katella Firing Range.
