SUBJECT: APPROVAL OF WATER INTERCONNECTION
AGREEMENT WITH SOUTHERN CALIFORNIA
WATER COMPANY AT SEAL BEACH BLVD. AND
TOWN CENTER DRIVE
SUMMARY OF REQUEST:
The proposed City Council action will approve an agreement with the Southern
California Water Company for a water interconnection for emergency water and fire flow
located at Seal Beach Blvd. and Town Center Drive.
BACKGROUND:
The Rossmoor Shopping Center is owned and operated by Century National Properties,
Inc. and is located in the City boundaries. However, water service is provided by
Southern California Water Company (SCW). As a part of the recent and future
development, the developer was required to provide additional fire flow (water)
protection for the new buildings planned at the site. The developer along with SCW met
with the Public Works Department to discuss the potential of connecting to the Seal
Beach water system on Seal Beach Blvd.
As a part of the Bixby Development, the Public Works Department had been working on
an interconnection with SCW to provide the City with additional emergency water. The
request from the Rossmoor Shopping Center is a similar interconnection and serves the
intent for a general emergency use water interconnect. Currently, there are no sources of
water north of the I -405 freeway until the proposed water well in College Park East is
constructed. This will provide emergency water to Seal Beach in the event that water
lines crossing under the freeway become interrupted.

In November of 2002, the Century National Properties requested to install the water line
under its driveway at Town Center Dr., which was to be reconstructed by the
development project. The Public Works Department issued a permit allowing the
construction of the line with the condition that no connection is made until the agreement
and easement have been secured. The pipeline work was completed and as part of the
permit, the developer is paying for all construction costs, engineering plan check and

coordination. This agreement provides the legal document for providing the water
service and has been reviewed by the City Attorney.
Easement documents are also being prepared and are expected to be scheduled for City
Council approval within the next two months. After the easement documents are
recorded, the Center will be permitted to construct the final segment of the
interconnection. Once connected, it will provide the City of Seal Beach and the
Rossmoor Shopping Center with further water reliability in the event of an emergency.
FISCAL IMPACT:
The developer, Century National Properties, Inc, will pay for all costs associated with the
installation of this facility. There are no capital costs to the City. Regular maintenance
of the interconnection will be shared at a 50% cost but are expected to minimal and
absorbed within the existing water maintenance operations budget. The cost for any
water used will be paid for by the using agency at the effective Metropolitan Water
District Rate and a 10% surcharge.
RECOMMENDATION:
Staff recommends that City Council approve an agreement with the Southern California
Water Company for a water interconnection for emergency water and fire flow located at
Seal Beach Blvd. and Town Center Drive.
