Bahorski, City Manager SUBJECT: Infrastructure Improvements — Los Alamitos Joint Forces Training Base SUMMARY OF REQUEST: Approve the attached resolution in support of moving Congressional funding for Infrastructure Improvements at the Los Alamitos Joint Forces Training Base from Federal Year 2008 up to 2004. BACKGROUND: The Los Alamitos Joint Forces Training Base is a vital installation which serves the Southern California area and is the sole military airfield in the Orange /Los Angeles county areas that is available for federal and state use during disaster, mass casualty, homeland security and contingency situations. The facility has grossly deteriorating infrastructure including water, sewer and electrical systems. Funding has been planned for the upgrading and modernization of these utilities in the federal fiscal year of 2008, however, the concern is that the antiquated and failing utility delivery systems may force the closure of the base before improvements can be made. The City of Los Alamitos has joined with the Joint Forces Training Base advocating accelerating the needed infrastructure improvements to federal fiscal year 2004. FISCAL IMPACT: No fiscal impact RECOMMENDATION: • That Council adopt the attached resolution advocating support of the Military Construction Utility Delivery Systems Upgrade Project to be accelerated to year 2004. 0 Agenda Item / F
