SUBJECT: APPROVAL OF THE RESOLUTION, APPROVING THE
APPLICATION FOR GRANT FUNDS FOR
CALIFORNIA CLEAN WATER, CLEAN AIR, SAFE
NEIGHBORHOODS, AND COASTAL PROTECTION
ACT OF 2002, PROPOSITION 40
SUMMARY OF REQUEST:
The proposed City Council action will approve the attached resolution and submission of
applications for grant funds to the Rivers and Mountains Conservancy for the Clean
Water, Clean Air, Safe Neighborhoods, and Coastal Protection Bond Act of 2002,
Proposition 40. -
BACKGROUND:
The San Gabriel and Lower Los Angeles Rivers and Mountain Conservancy (RMC) is an
independent State agency within the Resources Agency of the State of California
established in 1999. Its jurisdiction includes the San Gabriel River and its tributaries, the
lower Los Angeles River and its tributaries, and the San Gabriel Mountains, Puente Hills,
and San Jose Hills. It was established to preserve open space and habitats in order to
improve watersheds, provide low- impact recreation and educational uses, and restore and
protect wildlife and habitat.
The voters of California passed the Clean Water, Clean Air, Safe Neighborhoods, and
Coastal Protection Bond Act of 2002, (Proposition 40) in March of 2002. The legislature
appropriated $18 million to the RMC of which $15 million will be available for this grant
cycle. Funds are to be awarded for the acquisition, development, rehabilitation,
restoration and protection of land and water resources consistent with the statue creating
RMC.
As part of the grant application, a resolution from the local agency is required for support
of the project. Staff - has identified several projects to be submitted to the RMC for
consideration. The projects include the West End Pump Station urban runoff low flow
diversion, restoration of the previous DWP property at First and Ocean, Gum Grove Park
restoration, planning study of the Hellman Wetlands, and rehabilitation of the San
Gabriel River Trail from the First Street Parking Lot to PCH.

FISCAL IMPACT:
Staff is requesting a total of $9,700,000 in grant funds for the projects listed above. There
are no match funds required for these projects. However, the RMC has stated that
priority shall be given to projects that included a commitment for a matching
contribution. Additional maintenance costs have not been calculated at this time.
RECOMMENDATION:
Staff recommends that the City Council approve the resolution and submission of
applications for grant funds to the Rivers and Mountains Conservancy for the Clean
Water, Clean Air, Safe Neighborhoods, and Coastal Protection Bond Act of 2002,
Proposition 40.
