SUBJECT: Proclamation — Career and Technical Education week
SITMMARY OF REQUEST: •
• Proclaim the week of February 9 —15, 2003 as Career Technical Education Week in the
City of Seal Beach.
BACKGROUND:
The North Orange County Regional Occupational Program has served the residents of
Seal Beach and surrounding communities for over thirty years with top quality career-
technical educations. The state - supported program offers career - technical training
opportunities annually to more than 25,000 high school juniors and seniors and adults. It
is a part of the secondary education system with the mission of preparing students for
success in a changing global economy by providing them with top quality training and
services that meet their educational and occupational goals.
FISCAL IMPACT:
No direct impact.
RECOMMENDATION:
That Council proclaim the week of February 9 —15, 2003 as Career - Technical Education
Week in support of the North Orange County Regional Occupational Program.

PROCLAMATION
WHEREAS, February 9 -15, 2003, has been designated Career and Technical Education Week by
the Association for Career and Technical Education; and
WHEREAS, Profound economic and technological changes in our society are rapidly reflected in
the structure and nature of work, thereby placing new and additional responsibilities
on our educational system; and
WHEREAS, Career and technical education opportunities a t the North Orange County Regional
Occupational Program provides the citizens of Seal Beach with a school -to- careers
connection and is the backbone of a strong, well- educated workforce, which fosters
productivity in business and industry and contributes to Seal Beach's leadership in
the marketplace; and
WHEREAS, the North Orange County Regional Occupational Program's career and technical
education gives high school students in Seal Beach experience in practical,
meaningful applications of basic skills such as reading writing and mathematics, thus
improving the quality of their education and giving all students leadership
opportunities in their fields and in their communities; and
WHEREAS, career and technical educations offers individuals lifelong opportunities to learn new
skills which provide them with career choices and potential satisfaction; and;
WHEREAS, the ever increasing cooperative efforts of career and technical educators with
business and industry stimulate the growth and vitality of Seal Beach's economy and
that of the entire nation by preparing graduates for career fields forecast to experience
the largest and fastest growth in the next decade..
NOW THEREFORE, I, JOHN LARSON, MAYOR OF THE CITY OF SEAL BEACH, do hereby
proclaim February 9 -15, 2003 as
Career and Technical Education Week
in the City of Seal Beach and urge all citizens to become familiar with the services and benefits
offered by the North Orange County Regional Occupational Program and other career and technical
education programs in Seal Beach and surrounding communities and to support and participate in
these programs to enhance their individual work skills and productivity.
IN WITNESS, WHEREOF, I have hereunto set my hand and caused the seal of the City of Seal
Beach to be affixed this Tenth Day of February in the Year Two Thousand Three.
