Director of Public Works /City Engineer SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS FOR SEAL BEACH BLVD. AND WESTMINSTER AVE. WIDENING, PROJECT No. 49665 SUMMARY OF REQUEST: The proposed City Council action will approve the plans and specifications and authorize Staff to initiate the bidding process for the Seal Beach Boulevard and Westminster Ave. Widening Project No. 49665. BACKGROUND: As part of OCTA's Measure M, Intersection Improvement Projects and GMA #6, the City competed for and secured funding through OCTA to improve the intersection capacity at Seal Beach Blvd. and Westminster Ave. Monies from this program may only be used for these purposes and may be forfeited if the project is not completed. This project will widen the intersection of Seal Beach Blvd. and Westminster to include additional dual left turn lanes on east and westbound Westminster, dual left turn lanes for southbound Seal Beach Blvd., an additional through lane for eastbound Westminster, relocation of utility poles, traffic signal upgrades and realignment modifications improving traffic flow, capacity and safety at the intersection. Award of the project is expected in March of 2003. Construction should begin in early May 2003 and be completed by October 2003. The plans and specifications were completed by MetroPointe Engineers and checked and coordinated by in house staff and W.G. Zimmerman Engineering, Inc. FISCAL IMPACT: • Funds are currently- available within the City's approved 5 -year Capital Improvement Program budget to construct these improvements under project number 49665. Measure M Intersection Improvement Project monies will provide $712,000. GMA #6 funds in the amount of $290,000 will also be used for the project. The total budget for the project including preliminary engineering, design, agency permitting, construction, construction Agenda Item management, and project management is $1,002,000. The cost to relocate the Edison owned power poles located within the project boundaries is $85,000. Recommendation: Staff recommends that the City Council approve the plans and specifications and authorize Staff to initiate the bidding process for the Seal Beach Boulevard and Westminster Widening, Project Number 49665.
