SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS FOR
THE ANNUAL STREET SEAL PROGRAM PROJECT

SUMMARY OF REQUEST:
The proposed City Council action will approve the plans and specifications and authorize
Staff to initiate the bidding process for the Annual Street Seal Program Project No.
49674.
BACKGROUND:
On August 12, 2002, the City Council approved the City's Pavement Management
System. The system was also approved by the Orange County Transportation Authority
(OCTA) as part of Measure M funding eligibility. On August 12, 2002, the City Council
also approved the plans and specifications for the local paving project on College Park
Drive. These plans were put on hold and will be going out to bid at the same time as the
proposed slurry project.
As identified in the PMS, this project will slurry seal several street pavements within the
City. Slurry seals extend the effective life of asphalt concrete pavements by placing a
protective seal over existing pavement surfaces that are just beginning to show signs of
wear. Slurry seals allow the City to stretch . pavement rehabilitation funds and maintain a
higher level of pavement quality by protecting pavement from oxidation. Any dollar
- spent on keeping pavements in good condition (slurry seal) will save from five to twenty
dollars in rehabilitation repairs that must be made on pavement in poor condition. It is
standard practice to slurry seal every 5 to 8 years
The primary planned streets to be sealed are as follows:

• Fir Heather to Rose
• Dogwood Ironwood to Daisy
• Daisy Dogwood to Candleberry
• Haselnut Heather to Guava
• Rose Lampson to Fir

The secondary planned streets to be completed if project funds are available are:
• Pansy Almond to End
• Goldenrod Elder to End
• Sunflower Almond to End
• First St. PCH to Marina
• Rossmoor Ctr Montecito to Seal Beach Blvd.
City staff has completed the plans and specifications for this year's program. Upon the
successful bidding process and award of a contract, the project will be completed in July.
FISCAL IMPACT:
Funds in the amount of $75,000 are currently available in fiscal year 2002/2003 from the '
Measure M — Local Turnback fund within the City's approved 5 -year Capital
Improvement Program budget to construct these improvements under Project No. 49674.
Unspent project funds in the amount of $75,000 from fiscal year 2001/2002 were carried
over into this year and will be combined for a total project budget of $150,000. Should
sufficient project funds be available during the bidding process, the secondary streets will
be added to this project.
Recommendation:
It is recommended that the City Council approve the plans and specifications and
authorize Staff to initiate the bidding process for the Annual Street Seal Program Project
No. 49674. _
