SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS FOR
STORM DRAIN CATCH BASIN SCREEN PROJECT No.
50103
SUMMARY OF REQUEST:
The proposed City Council action will approve the plans and specifications and authorize
'Staff to initiate the bidding process for the Storm Drain Catch Basin Screen Project No.
50103.
BACKGROUND:
As.a part of the City's water quality program, staff competitively applied for and secured
an Urban Water Runoff Matching Grant Program Grant from the Orange County
Executive Office, which requires a fifty percent match. The City requested funding for a
Continuous Deflection Separation Unit or urban runoff diversion for the Marina Drive
storm drain in the Old Town area. However, the City was only awarded a $19,338 grant
for the project and combined with the City's match, it was not sufficient to construct the
project. The City requested and was permitted by the County in October of 2002 to
change the scope of the project to a catch basin screen project.
This project will be the third phase of storm drain system improvements aimed at
improving water quality in urban runoff. The first two phases installed catch basin filters
in all accessible catch basins in the City. The debris caught in the filters are removed and
tested on a regular and on an as needed basis. This third phase project will install catch
basin screens over all curb face catch basins in the City. The screens will be installed
annually in the dry season to keep pollutants out of the storm drain system. Street
sweepers and City crews would remove debris trapped by the screens and the screens will
help reduce pollutants entering the waterways and reduce maintenance of the catch basin
• filters. During the wet season, the screens would be removed to prevent an impediment •
of drainage flow into the catch basins. Plans and specifications were completed by in-
house staff.

FISCAL IMPACT:
Funds in amount of $38,676 are currently available within the City's Capital
Improvement Program budget to construct these improvements under project number
50103. $19,338 (fifty percent) of the funds are designated from the City's General Fund
and $19,338 (fifty percent) are from the 2002 Orange County Urban Water Runoff
Matching Grant Program.
Recommendation:
It is recommended that the City Council approve the plans and specifications and
authorize Staff to initiate the bidding process for the Storm Drain Catch Basin Screen
Project No. 50103.
