Danes, P.E., Director of Public Works / City Engineer SUBJECT: PRELIMINARY CONDITION ASSESSMENT OF THE PIER - RECEIVE AND FILE SUMMARY The proposed City Council action will receive and file the presented information on the condition assessment of the Pier. BACKGROUND: The Seal Beach Municipal Pier is approximately 1800 -feet long consisting mostly of poly - wrapped timber piles, timber support members and a timber deck. The Pier was severely damaged by the winter storms in 1982/1983 and it was partially rebuilt after the damage. Lifeguards and Public Works crews have regularly inspected and monitored various components of the Pier. The fender piles, which are the outermost piles adjacent to the boat ramps were professionally inspected and evaluated by a consultant in 1993. The concrete portion of the pier was professionally inspected and evaluated by a consultant in 1999. On August 26, 2002, Council awarded a professional services contract to Han- Padron Associates to inspect and evaluate the City's timber Pier. Inspections and testing were conducted in October and November of 2002. The inspection included a visual and tactile examination of all accessible components of the structure, above and below the waterline. The report concludes that the Pier is in fair condition according to the standards set by the American Society of Civil Engineers (ASCE) Standard Practice Manual on Underwater Investigations. However, several elements of the pier are in need of repair and replacement including structural components, utilities, preservation components and aesthetic features. These existing repair conditions limit the load capacity and accelerate future damage and deterioration to the Pier. Further descriptions are included in the report. The preliminary estimate to make these repairs is expected to reach between $300,000 to $400,000. Han- Padron was also asked to evaluate the Pier's load capacity for truck or heavy equipment usage. The results of the design analysis concluded that the pier was designed for an "H10" truck axle load of 8 tons lbs. Calculations indicate that the pier could support a truck axle load capacity of 10.5 tons. However, the existing conditions indicate that the current load capacity is 5 tons. The City will be working with the affected AGENDA ITEM agencies and companies regarding these weight limits. In order for the Pier to accommodate larger "H15" truck axle loads of 12 tons, the Pier would have to be structurally upgraded. The preliminary estimate to upgrade the pier for an "H15" truck load is estimated to cost between $400,000 to $500,000. In addition, the consultant performed a conceptual study to evaluate three alternative fender systems to minimize the pier movement and damage during vessel landings. The pier has two boat landings both with similar fender systems. The existing timber fender piles with small cylindrical rubber fenders are rigidly tied into the pier. Components have deteriorated and some of the components are misaligned or not functioning. The cost for the fender alternatives range from $75,000 to $500,000. The $75,000 alternative is recommended in consideration of the frequency of vessels berthing and the cost of the system. Overall, the Pier is in fair condition. However, identified components need repair and preventative measures must be taken to ensure the life of the Pier. Deferral can be significantly more costly than preventative maintenance. The Public Works Department will be reviewing the associated costs in detail, will obtain design proposals for the design and inspection of the construction, and will develop a new annual maintenance plan. These items along with budget impact requests will be brought to the City Council for consideration at a future meeting. FISCAL IMPACT: Funds in the amount of $105,579 are currently budgeted in the FY 2002/2003 budget for the annual maintenance of the Pier. This includes trash removal, cleaning, inspections, small maintenance repairs, restrooms, and capital rehabilitation. It is expected that this annual amount will not be sufficient for the upcoming maintenance and repairs. Estimates repairs range from $300,000 to $500,000 and further details will be brought to the City Council for consideration.
