Dams, P.E., Director of Public Works /City Engineer SUBJECT: AWARD BID FOR CONSTRUCTION OF SEAL BEACH - BOULEVARD BIKE LANE AND STORM DRAIN PROJECT, SOUTH OF WESTMINSTER AVENUE. CIP No. 50025 SUMMARY OF REQUEST: The proposed action will award a contract for the construction of the Seal Beach Boulevard Bike Lane and Storm Drain Project, south of Westminster Avenue to the lowest responsible bidder, Tyner Paving Company, in the amount of $185,610.00 and authorize the City Manager to execute the agreement. BACKGROUND: • This proposed project will complete the Class II bike lane on Seal Beach Blvd. between PCH and Westminster Ave. by completing the curb, gutter, and paving that is missing near the old railroad crossing south of Westminster Ave. The project will remove the existing guardrail, replace the existing open concrete channel with a concrete box culvert and install curb, gutter, paving and striping in that area. The City competitively secured Measure M GMA #6 Improvement Program Funds for the project. Monies from this program may only be used for these purposes and may be forfeited if the project is not completed. The plans and specifications were completed by W.G. Zimmerman Engineering and reviewed by City Staff. On July 22, 2002, City Council previously awarded the contract for Project No. 50025 to Southland Construction in the amount of $178,800.00. The contractor defaulted and the contract was rescinded by Council on Oct. 28, 2002. The next lowest bidder's proposal expired and Council directed Staff to re -bid the project. Seven bids were received and opened by the City Clerk on Wednesday, December 11, 2002 as listed below: 1 Tyner Paving Company $ 185,610.00 2 KEC Engineering $ 189,000.00 Agenda Item 3 Pa 1p, Inc. — dba Excel Paving $ 222,222.00 4 Shawnan $ 228,724.00 5 KC Construction $ 232,500.00 6 Buso Constructors, Inc. $ 243,896.00 7 Paulus Engineering, Inc. $ 244,000.00 FISCAL IMPACT: Measure M, GMA No.6 funds are available and have been programmed in the approved Capital Improvement Program. The project cost including design, construction and inspection is estimated at $220,000. RECOMMENDATION: 1. Award a contract for the construction of the Seal Beach Boulevard Bike Lane and Storm Drain Project, south of Westminster Avenue to the lowest responsible bidder, Tyner Paving Company, in the amount of $185,610.00 and authorize the City Manager to execute the agreement.
