Danes, P.E., Director of Public Works /City Engineer SUBJECT: SANITARY SEWER OVERFLOW EMERGENCY RESPONSE PLAN - RECEIVE AND FILE SUMMARY OF REQUEST: Receive and file the Sanitary Sewer Overflow Emergency Response Plan and authorize the Public Works Department to submit the plan to the California Regional Water Quality Control Board (RWQCB). BACKGROUND: The City's sewer division operates and maintains 157,000 feet of pipe, 650 manholes and 8 sewer pump stations. Responses to emergencies are performed by the Public Works Department under established guidelines. However, as required by the RWQCB, the City has submitted a new Sanitary Sewer Overflow Emergency Response Plan. The purpose of this plan is to provide the City and the RWQCB with a comprehensive plan for managing overflows. It contains additional tools and procedures including maps for responding to overflows efficiently and effectively and protecting public health and the environment. The plan describes the following courses of action: ' • Receiving the overflow report • Dispatching appropriate crews • Responding to the overflows • Minimizing public health impacts • Notifying appropriate authorities In addition, the plan will provide additional information to the City's overflow tracking system, which will be incorporated into the GIS system. This information will be used to formulate the City's preventive maintenance program 'and in developing the replacement/repair project. FISCAL IMPACT: Funds are available through the City's Capital Improvement Program under the Capacity, Management, Operation and Maintenance Program (CMOM). The cost to prepare the plan is Agenda Item `/ $$13,600.00. The costs to implement action items in this plan are unknown at this time. Failure to submit to the RWQCB could result in a substantial fine determined by the Board. RECOMMENDATION: Receive and file the Sanitary Sewer Overflow Emergency Response Plan and authorize the Public Works Department to submit the plan to the California Regional Water Quality Control Board (RWQCB).
