Sellers, Chief of Police SUBJECT: Award of Contract for Parking Citation Administration J SUMMARY OF REQUEST: Report seeks Council approval to award a contract for administration of parking citations to Turbo Data Systems, Inc., 614 West Katella Avenue, Orange, California 92867. BACKGROUND: Since 1992, the City of Seal Beach has utilized the services of a private vendor, Turbo Data Systems, Inc., for citation processing and administration. Under the terms of this contract, all parking citations are turned over to Turbo Data for processing. Processing includes the mailing of letters to collect fines and late fees, communication with the Department of Motor Vehicles for attachment of unpaid fines to vehicle registration, administrative hearings and now payment via the Internet. The fees charged by Turbo Data under the terms of this contract are as follows: Processing fee per citation $1.16 (previously $1.14) Final Notice Processing $1.10 per notice mailed (previously $1.07) DMV Hold Letters $1.35 (previously $1.21) Administrative Adjudication Processing $2.18 per letter (previously $2.15) The above costs, as well as other incidental costs, are listed in Exhibit "A" of the attached contract. The complete contract with all the specifics of the agreement is also attached. This contract has been reviewed and approved by the City Attorney. The Police Department and the Finance Department have been very satisfied with the service provided by Turbo Data, who is one of the primary providers for citation administration in the Orange County area. Turbo Data's rates are competitive and the increases over last year seem in line. Agenda Item L FISCAL IMPACT: All fees paid for parking citation processing are off set by revenue generated by parking fines (which is exceeding projected revenues for the current fiscal year). $58,000.00 has been budgeted in account 001- 023 -44000 for the payment of parking citation related fees. RECOMMENDATION: It is recommended that the Seal Beach City Council award the contract for parking citation processing to Turbo Data Systems, Inc., 614 West Katella Avenue, Orange, California 92867.
