Bahorski, City Manager FROM: Steve Cushman, Lifeguard Chief SUBJECT: Lifeguard Services on County Beaches SUMMARY OF REQUEST: Notify the County of Orange of the City's interest in providing lifeguarding services for the Sunset Beach coastal area and respond to the Request for Proposals. BACKGROUND: The County of Orange has been contracting for marine safety and lifeguarding services for their County -owned beaches for over the last thirty years. The County is now requesting information from cities that may be interested in providing complete marine safety and lifeguarding services for specific County -owned beaches. Five year contracts may be considered (three years with two renewable years). Specific to Seal Beach, the Sunset Beach area (adjacent to Pacific Ave., from Anderson Street to Warner Ave.) would be the sole coastal location for which the City would consider providing lifeguard services. Interested agencies would submit a proposal to the County of Orange. In 2001, City Council established goals and objectives, one of which was to explore and report on the feasibility of offering City services to other agencies. Providing lifeguarding services to the County of Orange would achieve one of those objectives. FISCAL IMPACT: Contracting City services with other agencies may offset salary and benefits for current personnel as well as provide funds for purchasing essential equipment. RECOMMENDATION: Authorize the City Manager to have the Lifeguard Chief send a letter of interest to the County of Orange and respond to Request for Proposal for providing lifeguard services for Sunset Beach. Coastal facilities to receive marine safety and lifeguard services are in general, various South Laguna Beach locations, Dana Point Harbor, Capistrano Beach, Poche Beach, Sunset Beach and the Santa Ana River Jetty. Contract may be for three years with two renewable years or Agreements between the city and the County of Orange may be considered. Cities shall state exact locations of beach areas that they may be interested in providing complete Marine Safety and Lifeguard Services for. Information must be submitted to Public Facilities and Resources Department; Attention: Craig Feiner; 1750 South Douglass Road; Anaheim, CA 92806 by November 2, 2002, 9:00 a.m. If a city does not respond by the due date mentioned the County of Orange will consider that particular city not interested in being a part of the bidding process.
